Bingo Raffle Advisory Board minutes for 6/10/2019

Time, Date and Place:

A meeting of the Bingo Raffle Advisory Board was held at the offices of the Idaho Lottery on Monday, June 10, 2019 at 9 a.m. MST.

Call to Order

Chair Russ Ludlow called the meeting to order at 9:02 a.m.

Approval of Minutes

Rayelle Anderson moved to approve the April 18, 2019 meeting minutes, Valisa Say seconded, and the minutes were approved as written.

Introductions

Tony Pittz was introduced as the newly hired Deputy Director of the Idaho Lottery Enforcement Division and replaces Amber French who recently retired. Tony was selected after a national hiring search. His expertise and law enforcement career includes service in Caldwell and the Idaho Attorney General's Office.

Becky Schroeder, Chief Operating Officer of the Idaho Lottery, introduced herself as well. She has worked at the Lottery for 27 years. She explained that Governor Little has issued the "Red Tape Reduction Act" and is asking all boards and commissions to review and simplify codes and rules wherever possible. Our input today will flow up to the Idaho Lottery Commission, Legislative Services Office, and then to the Legislature next session. Becky excused herself from the rest of the meeting.

Overview of Board Duties

Angie Vitek shared a summary of the Powers and Duties of the Idaho Bingo-Raffle Advisory Board and welcomed questions. Jeff Anderson thanked the board members for their service and input.

Legislative Discussion

Angie Vitek sent the suggested revisions to Idaho Rules 67-7702 through 67-7713A specific to charitable bingos and raffles prior to the meeting, and those present reviewed the rules in detail. Thorough discussion followed, revisions further developed, and action items were outlined. The staff will finalize revisions and send out to the board as soon as possible. Staff will submit the revisions to the Idaho Lottery Commission for consideration at their June 27, 2019 meeting. Final revisions will be submitted to the Governor's Office/Legislative Service Office by July 12, 2019, and then to the legislature for the 2020 Legislative Session.

Next Meeting

The next meeting of the Bingo-Raffle Advisory Committee will be held via teleconference on Thursday, September 5, 2019, at 1 p.m. MST.
