Commission Meeting for 5/7/19

The 223rd meeting of the Idaho Lottery Commission took place on Tuesday, May 7, 2019 at 1:00 PM.

1. Meeting Called to Order

Chairman Fisher called the meeting to order at 10:00 AM

2. Review of requested reauthorization of Idaho Lottery Administrative Rules

Director Anderson described to the Commission the need to reauthorize the Administrative Rules. Each year at the end of the Legislative Session, the Legislature is required to reauthorize all Administrative Rules. This historically has occurred without incident, but this year they adjourned without approving any Agency Administrative Rules. This requires that agencies review all of their rules and request Temporary Proposed Rules and Fee rules for those they do not wish to let expire. Those proposed rules are entered into the minutes as an attachment.

Additionally, Governor Little has implemented the Red Tape Reduction Act which requires agencies review Statutes and Rules, which we already do every year. The goal is to ensure there are no confusing or unnecessary items in Code or Rule. Governor Little required that each Agency assign a Rules Review Officer to oversee this process, which for us is Becky Schroeder.

Commissioner Corbett moved to approve the requested reauthorization of Idaho Lottery Administrative Rules, 52.01.02; 52.01.03 (the substance of 52.01.01 has been incorporated into 52.01.02). The motion was seconded by Commissioner Kerrick. The vote was unanimous for approval.

4. Adjournment

Commissioner Brackebusch moved to adjourn the meeting. Commissioner Kerrick seconded the motion and the meeting was adjourned. The vote was unanimous to adjourn.
