BOISE, Idaho ÔÇô The Idaho Lottery will ring in the New Year with new creative services marketing partners. The Idaho Lottery Commission unanimously accepted the recommendation from Idaho Lottery Director Jeff Anderson to proceed with a "Notice of Intent" to award a contract for Creative Services to the Boise-based, full service creative firm of Mitchell+Palmer. The Idaho Lottery Commission also unanimously accepted the recommendation from Director Anderson to proceed with a "Notice of Intent" to award a marketing contract for Strategic Planning Services to the Boise advertising and marketing firm, CLM.
"Good government requires the Idaho Lottery to be a good steward for the Gem State. The financial support generated by the Idaho Lottery for public education and the permanent buildings in Idaho is substantial," said Anderson. "It's only possible when we conduct ourselves with transparency as we contract for essential services that help us build successful business plans, as well as responsibly communicate our value proposition to customers, retailers, and citizens. The process of evaluating those who submitted proposals to us was thorough and we believe we've found great new business partners who understand our needs and will serve the people of Idaho with exceptional strategic business thinking and world-class creative skills. During our 26-year history, we've been able to source our marketing and advertising services from Idaho companies. That continues with CLM and Mitchell+Palmer."
Mitchell+Palmer was founded on April 1, 2008 in Boise, Idaho. The partners, Billy Mitchell and Tom Donahoe, represent a combined experience of over 50 years in the industry. CLM, an advertising and marketing firm in Boise, was founded on the belief that client success begins with effective insight, analysis, strategy, and planning before execution. CLM has a rich history of research and analysis, strategic thinking, creative development, media planning and buying. In addition to gaining the Strategic Planning Services contract, CLM has also served as the Idaho Lottery's media planner and buying agency since January 2013.
"We've learned a lot in the last three years working with the Idaho Lottery and we're looking forward to continuing, and expanding, our relationship," said Brad Surkamer, CLM President. Requests for Proposals were formally issued on September 9, 2015. Proposals were due to the Idaho Lottery offices in Boise by the close of business on October 8, 2015. All proposals were evaluated by a committee comprised of three senior Idaho Lottery staff and two outside members with extensive Idaho marketing and advertising experience. Four of the five respondents for both contracts were Idaho companies. Presentations were made to the evaluation committee the last week of October 2015. The Committee made recommendations to Director Anderson in early November. These recommendations were accepted by the Idaho Lottery Commission on November 19, 2015 during a regularly scheduled Commission meeting.
Mitchell+Palmer and CLM will receive contracts previously held by the Boise-based marketing and advertising firm of Drake Cooper.
"The Idaho Lottery has had a long, productive, and meaningful working relationship with Drake Cooper," added Anderson. "While I realize it was a team effort at Drake Cooper, we hold particular appreciation for Sara Chase and Jamie Cooper. They inspired their folks to give us good work, hard work, and enthusiasm in fulfilling our needs. We are grateful for their service to the Idaho Lottery and the people of Idaho."
Both contracts are set to begin on January 1, 2016. The value of both contracts combined is estimated at approximately $275,000.
